Strategies;

1. Develop programmes to fight the spread of HIV/AIDS infection at work place and community level.
2. Provide support services to people living with HIV/AIDS.
3. Provide support services to MVC’s and OVC’s.
4. Prevent of new HIV/AIDS transmission
5. Educate council staff concerning behavioral change
6. Integrated measures to address gender and inequities that result in higher HIV precedence
7. HIV/AIDS issues to be discussed in each departmental meeting.
8. Promote utilization and access to quality care and treatment services for PLHAs.
9. Promote and scale up integrated prevention, care and treatment services for HIV and AIDS
10. In collaboration with stakeholders conduct community sensitization session in order to reduce risk behaviour
11. Educate council staff through international and national HIV/AIDS day and departmental staff meetings. 
12. In collaboration with stakeholders provide socio economic, nutritional and medical support to PLHA Council staff and PLHA community groups.
13. Use of Post Test Clubs (PTC) and Sensitization Groups to educate communities on measures to combat HIV/AIDS
14. Use Community development extension workers and other stakeholders to train WMAC and MMAC.
15. Educate and promote utilization and access to quality and treatment services for PLHAs (Staff)
16. Work place HIV and AIDS programme developed to 300 staff in the council.
17. Formation of HIV/AIDS Clubs in Schools.
18. Enhance partnership with stakeholders: the council would achieve its mandate more effectively if it involve its stakeholders in service delivery

Targets

1. Awareness on HIV/AID in the District increased from 60 % to 80% by June 2017
2. Participation of multsectoral committees in 20 wards enhanced by June 2017
